The Popolazione Civile 1938, made by SUPERGA for civilian use. They were produced in 1938 and 1939; the quality of materials was very poor. They could be purchased from armories or specialized shops at a cost of about 32 Italian lire. The average wage was 11,000 Lira a year. The Italian Government did not provide any gas masks so all had to be purchased.
